The situation reported to have arisen out of the serious crisis in which the people are engulfed and inactivity of  government that should have acted on a war footing in fresh water, agriculture and health disaster management. (After discussion the motion "that the House do now Adjourn" was not pressed and hence the same was withdrawn by the leave of the House.)
